Vicsal Foundation, Inc. is a Philippine-registered non-profit organization dedicated to creating lasting impact through education, community development, livelihood, and humanitarian programs across the Visayas and beyond.
Community First
Vicsal Foundation, Inc. was established with a singular purpose: to serve the underserved. We believe that every Filipino deserves access to quality education, sustainable livelihood, and a community that uplifts rather than limits.
From the bustling heart of Cebu City to remote barangays across the Visayas, our programs are designed to be holistic, sustainable, and deeply rooted in the communities we serve.
The principles that guide every program, every partnership, and every peso we steward on behalf of those we serve.
We uphold transparency and accountability in all financial and operational matters, honoring the trust of our donors, partners, and communities.
We lead with empathy. Every program we design begins with listening deeply to those we serve, ensuring relevance and lasting impact.
We invest in long-term solutions rather than short-term relief, building capacity within communities to sustain progress on their own.
We believe no organization can achieve systemic change alone. We actively cultivate partnerships with government, business, and civil society.
We prioritize communities that have been historically marginalized, ensuring that resources reach those with the greatest need and least access.
We embrace new approaches and technologies to multiply the impact of every charitable peso, scaling what works and learning from what doesn't.
Providing scholarships, school supplies, and educational support to underprivileged students from elementary through college.
Equipping families and communities with skills, tools, and microfinance support to achieve economic self-sufficiency.
Bringing free medical, dental, and wellness services to underserved communities through regular medical missions and health camps.
"The measure of a foundation's success is not in the awards it receives, but in the lives it quietly and permanently transforms."
Edward Santos Gaisano, the visionary Chairman of Vicsal Foundation, Inc., brings decades of business acumen and a profound commitment to social responsibility to the organization's leadership. Under his stewardship, the Foundation has grown from a modest community initiative into one of Cebu's most impactful non-profit organizations.
His leadership philosophy is rooted in sustainable change — believing that true development comes from investing in people's capacity, not merely addressing their immediate needs. This vision shapes every program and partnership the Foundation pursues.
The scholarship from Vicsal Foundation changed everything for my family. I was the first in my barangay to finish college. Now I work as a nurse, giving back to the same communities that nurtured me.
After Typhoon Odette, we had nothing left. The Foundation was one of the first to arrive — not just with relief goods, but with materials to help us rebuild. That support gave us hope when we needed it most.
Through the livelihood training program, I learned pastry-making and received startup capital. My small bakery now employs three neighbors. Vicsal Foundation didn't just help me — they helped my whole community.

Six pillars of impact — each designed to address root causes of poverty and inequality in the Philippines.
Every Vicsal Foundation program is designed with community input, monitored for impact, and anchored in sustainable development principles.
The Vicsal Scholarship Program provides comprehensive educational support to deserving but financially disadvantaged students from elementary to tertiary levels. We believe education is the most powerful equalizer.
Scholars receive tuition assistance, school supplies, mentorship, and career development support, ensuring they not only finish school but thrive beyond it.
Economic empowerment is central to breaking the cycle of poverty. Our Livelihood Program equips families and individuals with practical skills and startup support to build sustainable income streams.
From culinary arts and handicrafts to agricultural techniques and digital skills, the program meets communities where they are and builds on existing strengths.
Access to healthcare remains one of the most pressing challenges for remote and underserved communities. Vicsal Foundation bridges this gap through regular medical missions and community health programs.
We partner with volunteer doctors, nurses, dentists, and other health professionals to bring comprehensive services to communities that rarely see a doctor.
The Philippines is among the world's most disaster-prone countries. Vicsal Foundation maintains standby rapid-response capabilities to deploy life-saving relief within 24–48 hours of a disaster declaration.
Our response goes beyond emergency relief to include longer-term rehabilitation support, helping communities rebuild stronger and more resilient than before.
Environmental degradation disproportionately affects poor communities. Our sustainability programs combine ecological restoration with livelihood creation, proving that environmental protection and human development are complementary goals.
Young Filipinos are the country's greatest asset. Our Youth Empowerment Program invests in their leadership, creativity, and civic engagement, nurturing the next generation of community change-makers.
Your targeted contribution goes to the program of your choice — driving real, measurable change where you care most.
